ESPO Managed Training Services Framework FAQs
Framework benefits and how it works
Because the service is open to the entire public sector and delivered by a supplier with over 22 years’ experience of delivering high quality training to the public sector we can provide:
The framework offers a quick, simple, compliant and competitive route to purchasing training without the need for further tendering. The Managed Service Provider, Premier Partnership, will provide you with a comprehensive catalogue of training designed around your needs and accessible through a dedicated portal or by contacting Premier Partnership directly. All you will need to do is complete the Customer Access Agreement from ESPO and follow the instructions given in ESPO’s user guide.
Learning can be booked either through the purpose-built learner management system and booking system, by email or telephone.
Our prices are very competitive but in circumstances where you are receiving a more competitive price elsewhere we will ask for the opportunity to review and amend our prices accordingly.
39 organisations (local authorities, police authorities, fire authorities, civil service agencies and departments, universities and NHS Trusts) are using the framework and a further 19 are interested.
For in-house, closed courses: Where we are given more than 5 clear working days’ notice of cancellation, before day of delivery, there will be no charge. Less than 5 clear working days’ notice of cancellation, before day of delivery, 100% of course costs will be chargeable.
Other Courses e.g. open courses:
30 working days or more no charge,
15 - 30 working days 50% of fees are chargeable,
6 - 14 working days 75% of fees are chargeable,
1 - 5 working days 100% of fees are chargeable.
No. Although the framework is designed for bulk purchase there is no obligation to use it once signed and you will decide how much training you want to put through the framework.
Yes. Typically, we provide up to 3 quotes although we can run large ‘request for quote’ exercises for bigger projects, inviting a large number of agreed bidders. We will support you with the evaluation of the bids received.
Training providers and the supply chain
We will look to use a combination of local and national trainers and organisations depending on the training required. For reasons of environmental sustainability and cost effectiveness we will look to use local trainers wherever possible.
Yes, subject to them meeting quality standards, a reasonable commercial agreement being reached and us being able to deliver a cost saving to the client.
Yes, once we have ensured you are happy with the choice of supplier and we are happy with their quality assurance we will leave the rest to you.
Delivering the learning
The contract is open to the entire public sector so we will work with other neighbouring clients and local public sector partners to fill courses where required.
Clients will be able to select open, closed, generic and bespoke courses including digital learning.
We will try and meet all requirements however short the notice although we recommend 14 days as a minimum.
Yes, blended and a full catalogue of digital learning solutions from a wide range of third party suppliers is available.
Feedback forms can be completed online through the QR code system or by hard copy on events. Where appropriate we will also conduct assessments as part of the training. We can offer further evaluation through engagement with key stakeholders such as line managers and learning professionals to understand behaviour change and business improvement and how this contributes to a return on investment.
The next steps
Yes. Although the service is for the provision of bulk training requirements we encourage potential clients to look at trialling the service and allowing us to source some of their learning for a defined timeframe or training project.
Yes, we are more than happy to quote for your existing requirements and have conducted a number of similar benchmarking exercises for clients.
Clients only need to sign two documents, the ESPO Access Agreement at the back of the ESPO User Guide located at ESPO Framework and the Order Form detailing their requirements.
