When the Metropolitan Police faced challenges in delivering their NEBOSH Health and Safety Leadership (HSL) training internally, they turned to Premier Partnership for a tailored training solution. With changes in personnel and logistical difficulties in bringing delegates together from across London, a new approach was needed to ensure continued compliance and officer safety.
The challenge
The Metropolitan Police had previously delivered NEBOSH training in-house, relying on their internal team for face-to-face instruction. However, due to team changes and the increasing difficulty of pulling officers to a central location, maintaining training consistency became a challenge. Chris Martin from Corporate HR Wellbeing and Safety was responsible for ensuring all officers received the appropriate training and sought a solution that would enable seamless course delivery.

“There was a business need for delivery of the mandated NEBOSH HSL to a number of personnel within the organisation. Internally, we had lost two of the training team who previously delivered the course through retirement and transfer, and we were looking for someone to take on the project, with an option to deliver the course online so we could keep continuity of compliance with the course. With Premier Partnership being an approved supplier, we went to them with our request.”
The solution
Understanding the complexities of training large teams during a time of transition, Premier Partnership customised a solution that met the Met’s requirements. Recognising the impact of the pandemic on training, Premier adapted the delivery model to an online format using Microsoft Teams, aligning with the Met’s preferred platform. To maintain high-quality instruction, Premier also upskilled associate trainers to deliver the course effectively.
The transition was seamless, with training delivery beginning in April 2022. Since then:
- 145 courses have been delivered
- 1,678 delegates have undertaken the training
- Another 55 courses are scheduled, with an additional 660 delegates booked
Added value: Managed Training Service
Beyond course delivery, Premier Partnership provided administrative support, easing the workload for the Met’s internal team.

“Premier also took on the admin of the NEBOSH HSL course that included the registration of learners, assessment marking, and general maintenance of the training. As this was something that internal trainers previously did, this has been a bonus.”
