This course is for health and safety professionals and other workers who will be involved in managing premises that fall under the standard duty requirements of the Terrorism (Protection of Premises) Act 2025. Standard tier premises refers to certain publicly- accessible premises where it is reasonable to expect that between 200 and 799 individuals may be present at the same time.
What will I learn?Empty heading
This one-day course will help you:
- Understand terrorism and its legal context.
- Understand the nature of terrorism, including motivations and common ideologies.
- Recognise how existing health and safety legislation applies to terrorism-related risks.
- Understand what constitutes a ‘qualifying event’ and ‘qualifying premises’ under the 2025 Act, including the distinction between standard and enhanced duty premises.
- Identify the legal duties imposed on those responsible for qualifying premises and qualifying events.
- Understand the role of the Security Industry Authority (SIA) and how the 2025 Act is enforced.
Contribute to your organisation’s terrorist threat assessment and response
- Interpret national terrorism threat levels and intelligence guidance to support proportionate, context-specific decisions.
- Identify site-specific vulnerabilities.
- Implement public protection procedures (e.g. evacuation, invacuation, lockdown and communication), so far as is reasonably practicable.
- Describe appropriate emergency responses and coordinate effectively with emergency services and other agencies.

- Recognise the importance of effective leadership and engaging workers at all levels.
How is the qualification assessed?Empty heading
The assessment is a multiple format assessment using scenario-based questions testing the application of knowledge.
The assessment must be accessed and completed via NEBOSH’s Online Assessment Platform and completed within a 24-hour assessment window. These assessments will also be remotely proctored to ensure their integrity.
