This course is for health and safety professionals and other workers who will be involved in managing premises and events that fall under the enhanced duty requirements of the Terrorism (Protection of Premises) Act 2025.
Enhanced tier premises and qualifying events refers to publicly accessible premises or events where it is reasonable to expect that 800 or more individuals may be present at the same time. Stricter legal duties are imposed due to the higher potential impact of any terrorist attack.
What will I learn?Empty heading
This three-day course will help you:
- Understand terrorism and its legal context.
- Understand the nature of terrorism, including motivations and common ideologies.
- Recognise how existing health and safety legislation applies to terrorism-related risks.
- Understand what constitutes a ‘qualifying event’ and ‘qualifying premises’ under the 2025 Act, including the distinction between standard and enhanced duty premises.
- Identify the legal duties imposed on those responsible for qualifying premises and qualifying events.
- Understand the role of the Security Industry Authority (SIA) and how the 2025 Act is enforced.
Assess the potential terrorism threat facing your organisation
- Interpret national terrorism threat levels and intelligence guidance to support proportionate, context-specific decisions.
- Identify site-specific vulnerabilities.
Identify protective procedures and measures and the appropriate emergency response
- Implement public protection procedures (e.g. evacuation, invacuation, lockdown and
communication), so far as is reasonably practicable. - Select and justify layered protective security measures using recognised models.
- Describe appropriate emergency responses and coordinate effectively with emergency services and other agencies.
Achieve compliance and post-incident actions
- Conduct and document assessments to identify vulnerabilities, evaluate risks, and prioritise controls.
- Maintain records to demonstrate compliance with the 2025 Act.
- Explain immediate and longer-term organisational actions following a terrorist incident, including investigation, staff welfare, and continuous improvement.

Recognise the importance of effective leadership and engaging workers at all levels.
How is the qualification assessed?Empty heading
The assessment is a multiple format assessment using scenario-based questions testing the application of knowledge.
The assessment must be accessed and completed via NEBOSH’s Online Assessment Platform and completed within a 24-hour assessment window. These assessments will also be remotely proctored to ensure their integrity.
